Is the rain cover permanently installed or is it only for installation during bad weather, e.g. rainy weather?

It's removable, I'll try and nab a photo later on its held on with 4 nuts

I upgraded my gps + obd logging system to include a gps module (Racebox micro) that integrates seamlessly and turns on/off with the car. 3D printed a mount for it that fits in the mirror assembly and taps into the auto-dimming mirror cable.
