This may help your discussions with dealer, shows item and location.At local dealer for failed service today - thwy still don't know if the car should have them (as in they'd have to order them) - they also said that Toyota was looking in to whether it should have them.
They couldn't answer why the part would exist or be called a tie-down plug (thank you TR1 for the part number) if it wasn't required - a fashionable accessory perhaps, shame no one will see it then.
