Is the rain cover permanently installed or is it only for installation during bad weather, e.g. rainy weather?

My old office was just a few hundred metres up Bath Road from that so yes, done it a few times. And quite often at that kind of speed, even before the Yaris was a gleam in Mr Toyoda's eyeView attachment 40544
Anybody done this bit of road in their car (it’s just out of Slough and how you get to the M4 heading West)? Hadn’t been on it before and it was bone dry so didn’t brake too much and ended up maintaining 70 round it. Was mildly terrifying / eye opening with the grip levels even after all these years.
