Yes, VIN created at the time of production and unrelated to the order number. Once it's built and on a ship the vin should be visible on Toyota's system.
 
16081 Australian Rallye #514, took delivery 24 Dec 2021 (got ahead of myself) but it had probably arrived in country in November.
