Presumably
@Kosh Toyota have to get in the “Testing Queue” along with every other manufacturer , I recall when WLTP came in some manufacturers had not booked sufficient slots so some models were delayed.
Yes, that was, what our Subaru insider said.
I think changes in the braking/VCS system always have to be certified to prevent manufacturers makingthe cars unsafer after the initial release.
But maybe its only for the first certification, i don't know.
What was clearly stated is, that this particular change needed a re-certification and that this was the reason for the long delay.
Authorities don't care about how much we need these cars...
There is a process, that has to be fullfilled.
My
guess is, that the update was ready weeks before, but the certification timeslot was some days ago.
Because they always said "end of september", what indicated, that they had an appointment.
That (date = September) was also the case for UK cars, but MAYBE it turned out, that they need a different certification, because they are different cars (RHD) and thats the cause of your November delivery.
There is just no time slot before that, although everything is prepared and ready...
I GUESS normally they certify both variants (LHD and RHD) together and - in all the confusion - they only applied for the LHD variant.
Or it was not sure, that the RHD cars also need this update when they made the appointment for the LHD cars.
What supports the latter is, that the RHD cars were first delayed to make a complete European launch, so at first they waited only for the LHD cars.
Whatever it is, its a real mess and very embarrassing for the worlds biggest car manufacturer
